The Committee shall serve as the Board’s liaison with the Superintendent as he/she seeks to implement a personnel management system to achieve the Mission, Goals, and Objectives of the District.
By way of example, the personnel management system includes policies and procedures for the following subjects: guiding personnel management principles; evaluation & improvement; recognition and motivation; compensation; training; accountability; organizational structure and job descriptions; and hiring, discipline & firing.
The committee shall consist of four members of the Board of School Directors. The Superintendent or his/her designee shall serve on the committee.
To this end, the Human Relations Committee is charged with the general task of exploring and clarifying issues related to the development, implementation and review of the policies and procedures of the personnel management systems, as described in Items 1-8 below, or as otherwise directed by, or approved by the Board. The Committee does not act for the Board, but shall serve the Board with information and recommendations on matters of personnel management policy, systems and procedures. The Committee does not involve itself with any individual’s personnel matters. The Committee should assist the Board to ensure that the personnel management system:
Is structured to achieve the District’s Goals and Objectives,
Fosters creativity and personal motivation among all employees.
Promotes continuous improvement and appropriate training.
Maintains accountability of each staff member.
The Committee will, at a minimum, have the following specific responsibilities:
1. Request and receive from the Superintendent regular reports on the status of the implementation of personnel management policies, identifying important issues and providing related data and information.
2. Identify and bring important matters of personnel practices & policy to the attention of the Board, as necessary in workshops or regular sessions.
3. Make recommendations on personnel management policy to the Policy Committee and the Board, in consultation with the Superintendent.
4. Review new and revised job descriptions to maintain an understanding of the organizational structure and ensure that job descriptions are aligned with the District’s Goals and Objectives.
5. Designate and provide a Stipend Subcommittee for representing the District in meetings regarding stipend positions, as required by collective bargaining agreements or as otherwise needed.
6. Provide lead negotiators for collective bargaining teams representing the District, obtain direction from the Board regarding collective bargaining issues, and coordinate and monitor the progress of negotiations.
7. Meet with Administrative Council annually (if required by Board Policy), and in cooperation with the Superintendent develop compensation recommendations for administrators to bring to the full Board.
The Committee shall meet at least once per month during the school year. Regular monthly meetings shall be scheduled one month in advance and notice of meetings posted as specifically required by Policy. Special Meetings may be convened by the Committee Chairman, or at the request of the Chairman of the Board, upon 24 hours notice to the Committee. All meetings are open to the public, unless convened in Executive Session.
The committee chairman, or designee, shall provide a written report to the Board at their regularly scheduled meetings.
