GENERAL DUTIES

 

The Superintendent of Schools is the secretary and treasurer of the School Administrative District and is the Board’s executive officer.  In accordance with the policies of the Board, he/she shall provide professional leadership in the district and shall administer and supervise the schools in such a way as to secure improvement of educational opportunities.

 

In addition to his/her statutory duties, the Superintendent of Schools shall have general supervision of all activities under the control of the Board.

 

He/she shall formulate policies and plans for consideration and action by the Board and carry out policies established by the Board.  He/she shall put into effect and administer such policies and plans as the Board has adopted.  In the case of an emergency not suitably covered by any policy of the Board, he/she may take appropriate action and report his/her action to the Board not later than the next regular meeting.

MEETINGS OF EMPLOYEES

The Superintendent may hold such meetings of Principals, teachers, and other employees as he/she deems necessary.  In determining schedules of these meetings, however, the Superintendent should consider that maximum staffing should be maintained during school hours.

UNSATISFACTORY SERVICE

The Superintendent shall report to the Board the case of any employee whose service is unsatisfactory or who has been the object of a serious complaint.  Disciplinary actions taken by the Superintendent, up to and including dismissal of non-teaching employees and auxiliary personnel, shall be reported to the Board.

RECORDS

The Superintendent of Schools shall maintain adequate records for the schools including a system of financial accounts; business and property records; and personnel, school population, and scholastic records.  He/she shall act as custodian of such records.

FINANCE

 

In accordance with the law and the section of the policies included hereinafter on “Finance”, the Superintendent of Schools shall act as the executive agent of the Board in charge of the administration of the school budget.  He/she shall be responsible for the maintenance and operation of all school property and for all repairs and alterations.

BUDGET PREPARATIONS AND BUSINESS OPERATIONS

The Superintendent, with the advice of the Business Manager, shall prepare timely reports and recommendations to the Board on the following:  the annual budget, financial statements and financial reports, the depository for the district funds, borrowing, investments, insurance, district meetings, district budget meetings, district referendum and any auditors reports or recommendations, and bonding information.

STUDY OF EDUCATION BY THE SUPERINTENDENT

 

The Superintendent keeps himself/herself informed by advanced study, by visiting school systems in other towns and cities, by attendance at educational conferences, and by other means, relative to modern educational thoughts and practices.

STUDY OF LOCAL SCHOOLS BY THE SUPERINTENDENT

 

The Superintendent continuously studies problems confronting the schools, and from time to time presents to the Board factual data with proper evaluation relative to such problems.

INTERPRETATION BY THE SUPERINTENDENT

 

The Superintendent provides for the Board and the public, information about modern educational practices, educational trends, and the practices and problems in the schools of the District.
